CDFA - Key Regulatory Changes
1. Introduction of "Beneficial Substances"
SB 1522 consolidates the previous categories of "auxiliary soil and plant substances" and "packaged soil amendments" into a new classification termed "beneficial substances." This change aims to standardize terminology across all U.S. states, facilitating uniformity in labeling and regulatory compliance.
2. Standardized Labeling Requirements
The CDFA is aligning its labeling requirements with the Association of American Plant Food Control Officials (AAPFCO) standards. This includes adopting a uniform label format for beneficial substances, ensuring consistency across state lines and simplifying compliance for manufacturers.
3. Extended Registration Cycle and Adjusted Fees
The registration cycle for fertilizing materials, including OIMs, has been extended from two years to four years. Correspondingly, registration fees have been adjusted:
Conventional fertilizing materials: Increased from $100 to $200 per product.
Organic input materials: Increased from $500 to $1,000 per product.
These changes reflect the longer registration period while maintaining the relative annual cost.
4. Clarified Labeling for Specific Ingredients
The regulations now provide clearer guidance on labeling requirements for specific ingredients such as biochar, wetting agents, and tackifiers. This includes detailed instructions on ingredient disclosure and labeling formats to enhance transparency and consumer understanding.
