Cover Letter or Documentation with the Shipment

Include a cover letter or document that clearly states:

  • The product is being imported solely for laboratory analysis or research purposes.
  • The sample will not be sold, distributed, or applied to land.
  • The quantity being imported (should be a small, justifiable amount for analysis).
  • The intended lab/testing facility (name and address).
  • Contact information of the importer and laboratory.
  • A brief description of the product and its ingredients.

 

Safety Data Sheet (SDS) or Ingredient List

 

Label

If the product has a label (e.g., from international packaging), include a copy of the label, even if it's not CFIA-compliant. This is helpful for transparency.

 

Shipping/Customs Declaration

On the commercial invoice or customs form, clearly indicate:

  • “Fertilizer sample for lab testing only – Not for sale or distribution.”
  • Include the harmonized tariff code (e.g., 3105.90.00.00 for other fertilizers).
  • Value should reflect true commercial value, but can note “no commercial value – for testing only” where appropriate.

 

Importer of Record

Ensure that either you or the lab is designated as the Importer of Record to receive the sample.

 

Optional (but helpful):

  • CFIA-issued research exemption letter (if available).
  • A link to the lab’s accreditation or service page showing it performs fertilizer testing.
